Sometimes other institutions have a higher rate teaser, Vanguard, however, tend to be the best yields I've found in the long term to have.
(I would not call it a "zero risk", but a very low risk.)

Some argue that a savings account not a true investment. To invest in the stock market or even in a money market account or mutual fund, the risk always exists.
All we can do is reduce what it considers an acceptable level.

There are zero-risk investments, and most low-risk investments (bank accounts, CDs, treasury bills) does not pay much more after taxes than it takes to keep up with inflation.
Do not tell me how long before you need money. If there is a longer period (eg 10 years or more), then the best place for them is really in a diversified fund. Actions are the only type of investment that has led to a better rate than inflation in 20 out of a period of one year in the last 80 years. This may be less safe because they are and go every day, but ultimately they are really the only sure way to stay in front of inflation.
